Simple: top of Firefox screen the menu bar is visible, click on bookmarks, there is no menu item "organize bookmarks" in the menu list

Renamed to Show All Bookmarks in 4.0.

Thank you, I overlooked that / did not check that out. The title "show all bookmarks" is misleading, though, as showing all bookmarks doesn't lead you to think of organizing them
