How can I export bookmarks to Google Chrome when I don't have Organise Bookmarks on my Bookmarks

When I looked up how to copy Bookmarks to HTML it says to go to Bookmarks/Organise Bookmarks to export, but I don't have Organise Bookmarks on the Bookmarks dropdown.
