Firefox is default browser. Will only a site if Firefox is already running.
I have Firefox set as default. If I double click an Icon on Desktop, such as Weather Network, FF opens in New Tab, but Weather Network or any other site will not show. I must minimize FF and then double click the icon again. FF also does not allow me to make any other browser as the default. Only solution is to uninstall FF. Windows XP FF 7.0.1

Firefox does not prevent you using another browser as the default.
- use Tools -> Options -> | advanced | -> | General | -> system defaults ->
and un check the box: [] always check to see if Firefox is the default ... - see Advanced panel - Accessibility, browsing, network, updates, and other advanced settings in Firefox
Then in your chosen browser set that as the default.
I am not sure why you should need to minimise firefox and double click a shortcut a second time. Have you tried bookmarking the site then you should be able to open it from the bookmark once Firefox is open.
- see bookmarks
- you could also set the weather site as one of your home pages
