I have an icon for "ipgeek.net" a site that displays my public IP. When I connected to a public Boingo WIFI site the icon for "ipgeek.net" changed to the icon for Boingo.

Try to reload the favicon with the FavIcon Reloader extension You can find "Reload Favorites Icons" in the Bookmarks menu.

The orignal site does not have any icon so an application to correct is over kill.

I'm more interested as to how a web site is able to access part of the bookmarked file information.

No. this does not have anything to do with DNS reverse lookup. a website IPgeek, while visiting another site Boingo wifi verification suddenly the bookmark icon changed for IPgeek. This suggests the site is able to access the icon information on Firefox. see enclosed icon displaying Boingo.
