Over the last 24 hours or so my Thunderbird installation has been downloading the same e-mail (from a restaurant I subscribe to) numerous times. I've checked my isp's webmail and I know that there are other new messages there. But my Thunderbird keeps downloading the same e-mail every few minutes and does not download the messages I know to be on the server. I am running Windows 10 and AVG Internet Security.

disable AVG email scanning and attempt to get mails. Once you have new mail you can re-enable it is you want.

Log into your web mail and empty the spam folder on the web server. It is most likely to have the poorly formed email that is at the heart of your issue, causing AVG to choke.

Also, the repetitive e-mails I am receiving all contain the same date and time 01/25/2019 2:10 pm.
