I usually browse sites with javascript turned off . But sites like facebook and youtube need javascript . So what I really want is to just run these sites on tabs with javascript enabled and run the other tabs without it .

Try NoScript. It can be a pain to get setup initially because you need to allow all the domains that you want to allow JavaScript for, but it works whether it is tabs or windows.
