How to disable hover scrolling

when adding an attachment, after a few continuous clicks on the scroll bar, it automatically scrolls enormously fast just by hovering the mouse over the scroll bar. Moving the mouse away stops the scrolling, but moving the mouse back over causes it to scroll enormously fast again. Which means I can't even put the mouse over the bar without it blasting down the scroll bar.

How do i disable this? NOTE: Only happens in FF, autoscrolling is disabled.
