What are you trying to achieve. *Are you trying to use the Laptops internet on your phone ? *Or are you trying to tether the laptop to the phone and use the phones internet connection on the laptop ? * On which device do you have to turn the WiFi off ? and why ?? * An Android phone will normally only connect to one WiFi at a time. A laptop may have capabilities for more than one Wifi channel. Your Laptop should be able to connect with a home Router using either WiFi or an ethernet cable (Most modern home routers are WiFi capable). Your phone should be able to connect directly to the home router WiFi.
