Suddenly all accounts "failed to send"

12 accounts on at least 5 separate systems all fail to send. Gmail yahoo hotmail charter.net etc."failed to send" is all it says. Windows 7 Pro SR 1 Thunderbird 38.3.0 randomly adds other messages "like cannot attach ." Like period was something I might want to attach! All account work fine on phone and Ubuntu linux.

Apparently Adobe Reader XI changes permissions on the TEMP folder: deletes the user all together, and that prevents all sorts of software from working that use AppData\Local\temp DropBox, Thunderbird, the uninstall utility in Windows 7. The fix is not clear, even though there is a long thread claiming to contain the fix. Help?
