Why can't I enable cookies?

I am trying to enable cookies following these steps:

To enable cookies in Mozilla Firefox for Mac:

   Go to the Firefox drop-down menu.
   Select Preferences.
   Click Privacy.
   Set "Firefox will:" to Use custom settings for history.
   Check the box next to "Accept cookies from sites" to enable cookies.
   Click OK.

But there is no OK button at the end so I can't seem to save my new settings. I then close the tab and when I go back through the steps 'Firefox will:' is back to 'Remember history'

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
