With all the problems that the new data protection regulations (GDPR) seem to be causing, is there any way that an address book can be stored on an external encrypted usb stick and accessed directly from within Thunderbird? I don't want to have to go through the process of importing/exporting the address book every time I need to send an email to a group of people.

No.

Why not just encrypt your hard disk?
