In Preferences->Privacy & Security->Cookies and Site Data->Manage Data... the list of cookies is empty, although I'm sure, there must be some cookies.

My Firefox Version is 60.0.1 (64 bit) on Ubuntu. History is set to Firefox will never remember history. Accept cookies and site data from websites (recommended) is checked.

Is this a bug? Or am I doing something wrong?

If set to never remember history, cookies will not be saved.

In Private Browsing mode all cookies are session cookies that expire automatically when you close all PB mode windows, so nothing is stored in the profile folder.

You can use the Storage Inspector to see which cookies a website creates.
