I have seen similar questions asked online, and the answer seems always to be "delete session.json and everything will be good". I did that (made sure I was using the actual profile folder), reopened TB, opened an email into a tab, closed TB, and when I restart, the tab is gone.

The interesting thing is that if I leave the settings or address book tabs open, they get restored when I reopen TB. But not the emails I want to keep open.

I looked in the settings - there used to be a setting about "reopen tabs on restart" or something. I can't find it now.

It is probably too late now, but check to see if you have a session.json.backup file that you can open, and that (if you're very lucky) still has the old tabs. I had this same problem and got lucky, you can see what I wrote at:
