How do I run the addon manager in a tab

On FF 6 and above, when I run the addon manager, it appears in a separate window which does not have the "decoration", i.e. control bar at the top, so it's hard to resize, move, close, etc.

I'd much prefer to run the addon manager in a tab - is there some setting to get this to work right?

Note that on another machine I'm on the beta stream (7.0), and the addon mgr does run in a tab.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
