After downloading the latest version of Firefox, the Menu Bar and the one underneath have a dark background that do not permit me to see the words or signs clearly. How can I fix this?

You may have installed a persona that isn't working properly for you.
You can uninstall your current Persona and revert to the Default theme (Tools > Add-ons > Appearance/Themes).

Thank you for your advise. Unfortunately, it did not solve my problem. I did not install a Persona. The dark background on the Menu and Web bars appeared directly when I downloaded the latest version of Firefox.

You can try to install a solid persona to change the background color or a different Firefox theme.
