want to change the tool bar in spanish, I already tried setting the language to spanish and still doesnt work

when I open firefox the tool bar on top, the one with File,Edit,View,Hitory,etc its in english, I opened 

Tools and selected spanish and still in english, cant find another way to change the language.

Please let me know as early as your convenience.
