Firefox 24.x ESR auto update fails

I have multiple machine running various versions of Firefox ESR 24.x each of which reports "Firefox is up to date" when I run Help->About Firefox to check for updates. I found one open bug implying that 24->32 updates had been stopped to fix a bug but it was unclear if that was still the case. In any case I would expect to see all older version of 24 (24.7.0, etc) upgraded to the latest version of 24.8.1 (?) even if 24->32 wsan't currently enable. I verified that the update server url listed was the default.

Should I expect 24.7.0 to update to 24.8.1? Should 24 be updating to 32?

I can use the browser console to show the url loaded when I check for updates. It is: https://aus3.mozilla.org/update/3/Firefox/24.7.0/20140714155506/WINNT_x86-msvc/en-US/esr/Windows_NT%206.1.1.0%20(x64)/default/default/update.xml?force=1

If I load that url I get an file with <updates> </updates> and no other data.
