Where must i place the user.js for working on all new profiles. in "C:\Program Files\Mozilla Thunderbird\defaults\profile" it did not work

i did the setting in general-settings.js for thunderbird.cfg
then i rename user.js to thunderbird.cfg and put it in the root of installdir.
so when i start now tB error appears : cannot read cfg file ?

This contains the user pref locked perferences. Save as 'mozilla.cfg' (You named yours 'thunderbird.cfg') and put file here: If 32 bit: C:\Program Files\Mozilla Thunderbird folder If 64 bit: C:\Program Files (86)\Mozilla Thunderbird folder

Similar not reading issue here was resolved. In this case, string was not in quotes and a secondary required preference had not been set. https://support.mozilla.org/en-US/questions/1219799
Hi. i changed the settings like your description. i renamed user.js thats working in version 24.0 to mozilla.cfg after start TB message popup with error : "configuration can not be read. please contact your administrator"
