When I select Bookmarks and then go to "View". all choices are light gray and not active, so I cannot create folders to organize bookmarks.

I am trying to organize my bookmarks, but when I select "Bookmarks" , then "All bookmarks" and then go to "View", all choices are light gray and not active, so I cannot select Sidebar (or anything else) to create folders to organize bookmarks.

Do you see any bookmark or history in the Bookmarks Manager (Library) ?

Yes, but no matter what I click on, the choices in View remain inactive. I have just bookmarked three sites. All three show up in unsorted bookmarks. Hoe do I create files to sort them?

Where are you trying to create a new folder?

You can create new folders and new bookmarks in one of the three main folders ("Bookmarks Toolbar","Bookmarks Menu","Unsorted Bookmarks") or their sub folders, but you can not create a new folder at the root level ("All Bookmarks").
