Your issue may be because you've been hit with some Malware. Have you checked to see if this is the case?

The problem turned out to be an LSO not removed by Better Privacy. MalwareBytes caught it trying to phone home. What surprised me is that this "super cookie" continually tried one port after another incessantly. It was installed by hideipvpn, a virtual private network program that I tried, then uninstalled. As soon as I uninstalled the software, the cookie started screaming. This practice isn't illegal, apparently, but should be!
