In Print Preview - Zoom is for display of page size or size of content on page?

When I zoom it changes the size of the page on displayed on the screen and it also changes the font-size of the text being displayed.

Is this a glitch or am I doing something wrong.

Incidentally I need both the features... i.e. I want to be able change the size of the page as it is being displayed and I also want to be able to change the size of the content on the page - but I would like separate selection boxed / controls for each.

Print Preview has a Scale control, that "scales" everything on the page, text and images. The size of the paper and the margins are not changed with the "scale", those controls are elsewhere. Basically, a 50% scale will use half the number of sheets of paper to print a webpage, than it would at the 100% or Shrink to Fit setting.
