Can not use Address Book Contacts
When I compose an email and click on one of my personal contact list addressees to add them to the To box, the To box turns blue and does not add the addressee.

I am not clear on how you are trying to add these contacts to your email
Open a Write window. Press F9 to turn on the Contact Sidebar. Select the contact and drag and drop in an address field of the message
or
Double Click the contact
or
Select multiple contacts by holding the control key while clicking the contacts. Then use one of the Add To buttons at the bottom of the sidebar.
