No matter what I do I get the message, your computer must be restarted

The Thunderbird icon has changed to a file icon. It said to reboot, I did it three times. No matter what I do with Thunderbird it says: Your computer must be restarted to complete a previous upgrade of Thunderbird. I was going to uninstall and reinstall but the same message comes up. I also tried a few things from a similar post but nothing.

TRy this: Close all applications & re-boot the computer. Shut down any Anti Virus applications. Clear the Windows Temp files & cache from the browser where you Downloaded Thunderbird.exe.

Download a new copy of the (.exe), latest version from :

Delete the application folder in C:\Program Files\Mozilla Thunderbird. Run the installer. Re-start your AV app.
