cannot open file browser to attach files

Expected behaviour:

When I click an attach file button, a file browser window should open showing files on my local system. When I select a file, that file gets uploaded through the browser.

Actual behaviour:

When I click an attach file button, the cursor changes to a colourful spinny wheel, and no file browser window opens.

Diagnose Firefox issues using Troubleshoot(Safe) Mode {web link}

A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?
