You can't recover from an accidental history delete unless you have a backup copy of places.sqlite (bookmarks and history) that still has the older history. Note that Sync won't help here.

I have a window's restore point that is dated and time stamped before the history files were deleted. If I restore to this point will the deleted history files return?

Be careful with using System Restore as this can cause your Firefox installation to get corrupted and may lead to data loss if files are replaced by older copies.

You can look at a utility to browse System Restore points.

the restore point was made yesterday a couple of hours before the history file were deleted would this make a difference?

You can use the utility to check if there is a possible places.sqlite as you only need this specific file.

You can use the button on the "Help -> More Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page (Root directory).
