When you press Ctrl+t normally you get a blank tab. If you get Babylon, you may have a Babylon add-on. You can check for that here:

orange Firefox button or Tools menu > Add-ons

On the left side, click the Extensions category.

After clearing that up, if you want to specify what happens in a new tab, you could try this add-on. Who knows: it might evict Babylon for you...

NewTabURL :: Add-ons for Firefox

Does that cover it?
