I'd like to be able to set the Remember Passwords for sites under the Security Option, without activating the popup notification (gold key).

You can't.

The only way to save passwords is to have the Password Manager enabled via the Tools > Options > Security: Passwords: "Remember passwords for sites" setting and that will cause the pop-up from the Key icon on the location bar to appear if you enter a new name and password that isn't stored yet.

If you are in Private Browsing mode then Firefox won't offer to store new passwords, but you have access to already stored passwords although Firefox won't fill them automatically.
PB mode has disadvantages like no history and all cookies expire as being session cookies and more things are disabled.
