Unable to see "Options" in Tools

I am using RHEL5 and using firefox 9.0.1, i need to configure proxy in firefox. but in order to do so , i am unable to see "options" under "Tools".

Under Tools ->> I am getting " Download , add-on, setup sync, web developer , page info ,start private browsing , clear history "
