strange audio element behaviour

My HTML5 audio elements are not functioning as expected. I set a script to set the volume of all elements at 0.1 upon loading, and IT DOES, but they sound vastly louder than chrome or explorer. Also, my volume controls DO change the volume - but no audible change occurs! My mute buttons also do not work! I've asked all over the internet and this is my last resort.
