I use Norton WiFi privacy VPN. When it's active I can receive mail but not send it.
I'm running Windows 10, Thunderbird 52.0, and Norton WiFi privacy (VPN), my internet provider is Time Warner (Spectrum) Mid-Hudson Valley. My problem is: When Norton Privacy is active I can receive e-mail but I cannot send it. When I disable Norton Privacy I can send and receive and send e-mail.

You need to talk to your provider about how to use a VPN and actually send mail, other than through their web mail.
Time Warner does not allow you to contact their mail server to send mail unless you are connected to the internet using their internet service. That is how I understand their policies (from half a world away), Your VPN by it's very nature [retends you are from somewhere else. It offers privacy by pretending you are from, well where ever symantecs endpoint is really. Russia, China, Alaska, but not hanging off a Time Warner cable.
