How do I restore 'tabs on bottom' in FF61?

I just updated to FF 61 and immediately went to about:config to change my tabs so they're BELOW the URL bar. I can't find Browser.tabs.onTop. How do I change this setting? Tabs on Top is BEYOND annoying. It makes it unnecessarily difficult to navigate between tabs. Users have been complaining about this for YEARS. Why was the setting removed from the options menu in the first place and why is mozilla ignoring user requests to bring it back?

FLUNK. Followed directions to the letter. No result. Tabs still on top, and you didn't answer the REST of my question. WHY is Mozilla ignoring user complaints about this issue? Why have you ELIMINATED a setting that was quite apparently very popular with your users?
