I am trying to send emails (not replies) and I keep getting a scam message which blocks sending email. See below
Enable sending of messages.
"Sending of the message failed.
An error occurred while sending mail. The mail server responded: 635B019704803A3F Message content rejected due to suspected spam. OB703. Please check the message and try again"

Thunderbird is a mail client. That means that it is not sending messages on the Internet by itself, it works by connecting to a server, it's the server's job to send on the Internet. The server is refusing your mail, and Thunderbird is just reporting the mail server decision. You have first to ask the mail server admin, most probably your Internet provider, the why and how this spam classification decision has been taken.
