Where is the "what's new" link after an upgrade as with 4.0.1

Normally after an upgrade, there was a link on the page that appeared just after starting Firefox that took you to a page where you could see what had been fixed or changed. the last few upgrades, this link has been harder and harder to find. now I can't find it at all.

Is there still a place where you can find the changes/fixes incorporated in a given upgrade?

Thanks Tony. That answered my basic question about "what's new" but it still does not answer where the release notes link is on the web site.
