How do I install firefox when my browser won't download executable or program files?

I am currently running a browser that won't download any file or save any files. I have been downloading installation files on a 2nd PC and moving them to this to install (i.e. IE 9, Microsoft Security, Updates, etc.). I would like to get around this hurdle using firefox. How can I download an installation file to another PC, move it to the broken one, and then use it to install firefox on the defunt PC?

If you are using a Windows computer, try these steps. They are a little involved, but I know you can do it!

Try to boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.
