Firefox doesn't remember both windows on restart

I have Firefox set to return to my previous set of tabs upon restart, like after a reboot of the machine. I sometimes have two windows open, each with a set of tabs. Firefox apparently only remembers the last window's tab set on restart and opens one window with those tabs whereas I would prefer it muchly if the first window was the one remembered. Is there a way to have both windows (or the first) restored on restart? I'm running a Lenovo laptop with Win 8.1 but I believe I've seen this behavior on other computers and versions of Windows.

Make sure to use "Firefox > Exit" (Windows: Firefox/File > Exit; Mac: Firefox > Quit Firefox; Linux: Firefox/File > Quit) to close Firefox if you are currently doing that by clicking the close X on the Firefox title bar to close all open windows at once.
