Sync: Attempts to sync win7 and osx failed. Both are signed in. My user experience does not match the help articles.

I am attempting to sync firefox from a pc to a mac. I am able to sign in on both laptops. My experience does not match the help articles that I read, because it only requested that I verify my email. I did not have to choose where to store the key, nor is there the "pair a device" option visible. Both appear to be working OK, yet they are not communicating with each other.

The new Sync version is completely different from the version that was previously used and you need to install a Firefox 29 or later version on all connected devices.
You can enter the name and password of the Mozilla account on other devices that have a Firefox 29.0 or later version to add extra devices and you now longer can use a pairing key to pair a new device although this might be possible again in a future version of Sync.
The new Sync version used in Firefox 29 and later will still use a recovery key to encrypt data locally before uploading, but this recovery key is generated internally from the password of the Firefox account, so you no longer need to worry about it.
