Why doesn't Thunderbird update to the latest software level?

A recent article on Bleeping Computer stated that Mozilla has released version 60.2.1 of Thunderbird, which patches at least one serious security issue, and states that Thunderbird users should update to the latest level. When I open Help-About Thunderbird the window states that I am at version 52.9.1 (32-bit version) and that Thunderbird is up to date. I have Automatic Updates selected in Settings. Why am I not able to access version 60.2.1 so I can get these critical updates? (I'm using Windows 7 64-bit OS).

It will update when we turn on the updates. We don't yet know when that will be. Might be in 1-2 weeks.
