Make "Open with..." function the same as OS X while on Windows?

Firefox on OS X using "Open with..." saves the file to the default location for downloads, "Desktop", and then opens the file with that application.

Firefox on Windows using "Open with..." saves the file to a temporary folder instead of the default location for downloads which has many times caused me to lose downloads for one time downloads.

How can I force Firefox on Windows to not do this stupid behavior and be consistent with other operating systems?

Hi, where are you getting the Open With command in Firefox from ?

Open With command is not part of Firefox until you set it up for specific file types. https://support.mozilla.org/en-US/kb/change-firefox-behavior-when-open-file

When downloading a file it is one of the two options. Open With or Save As. This behavior acts differently on two different operating systems regardless of settings.
