Unders Windows 7 64-bit, is there a reason why CA Toolbar extension would be available to one user, but not all users?

Under one user, CA Toolbar and CA Link Advisor are both enabled. However under all other users, neither of these appear in the list of installed extensions.

Troubleshooting info from the one user is pasted below. For all other uses, neither CA Toolbar nor CA Link Advisor are listed in this report.

Uninstalling and reinstalling Firefox has resolved this issue.
