opening/saving viewed images set to pdf/adobe but does csv/excel instead, not readable as a document

Trouble downloading pdf images from website. Pdf images set to open/save with adobe on firefox version 57.0.4 (64 bit). Have gone in an rechecked this. When downloading the Open/Save box now has items downloading with csv file extention to open with excel. No good for reading birth images etc for family history. Contacted site who says their end is still pdf (it is for individual images but bulk downloading of all l've purchased used to be pdf as well). They say it's a browser problem. The downloaded extention type is from their end though? Or is it a browser issue?

Without knowing the site, we can only guess, and guessing is not very useful in this case :)
