When my firefox is expanded to the maximum window size, white bar appears across the top, how do i fix this?

A white bar about 1" thick will appear horizontally across the top of my screen when i expand Firefox to the window.

When i click around in the white box it's as if I'm clicking on my desktop.

I have tried safe mode and this is not a problem on anything other than Firefox.

I'm also running dual screens and when I move Firefox to the top screen and maximize, it has no problems.
