When unmuting a video, video barely moves and audio plays in a loop.

Whenever I try to watch a video or stream (any site) I can watch the video just fine as long as the audio is muted. However, when I unmute the idea, the video pretty much stops (can stutter a little bit) and the audio plays a roughly 5 second loop of when it was unmuted. This happens on all sites, all formats of videos.

Does it still happen in Troubleshoot Mode?

It's not exactly same but very similar. In troubleshoot mode the audio does not loop but the video does stop.

Does it still happen in a new profile? An easy way to test a new profile is to install Developer Edition and see if it happens there or refresh your existing profile.
