Doing a hard refresh with Ctrl+F5 will reset the scroll position.

Does it happen for all sites or one in particular?

Does it still happen in Troubleshoot Mode?

Just normal refresh. All sites. Other browsers works just fine with same site, scroll position is maintained after multiple refreshes

I'm having the same issue, only not just page refresh but also when I click on a link and then hit the 'go back' button the page will return with the scroll position at the top instead of in the position it was in prior to hitting the link. I've read several bug reports for this going back 20 years. Apparently this has happened many times and seems to have been fixed each time.
