How can I disable the pop-down "tab bar" and "address bar" when in full screen mode?

When using potlatch, an in browser flash based editor for OSM, on a slow computer, it helps to be in full screen mode, except for when your mouse strays to the top of the screen, then you have to wait 30 seconds for the flash app to resize for the tab and address bar, then a minute later, it resizes again when those bars go away. It's less bothersome on most web pages, but extremely annoying here.
