I can not find plugins menu[ff4] to run my prior ff3 plugins, like Amazon S3 Organizer(S3Fox) 0.6 was in menu... how bring menus back in ff4 like was in ff3? how open widows appear below installed tool-bars , now is above?

If you are talking about the Add-On Menu that listed all of your add-ons:

Tools > Add-ons


To move Tab Bars back to the bottom:

View > uncheck "Tabs on Top"

where is View and Tools in ff4,... ? only at Firefox App title bar I see a menu Firefox that do not include any... I installed from firefox site...well?

Hit the Alt key to show the Menu bar, which has the View and Tools menu items.

If the menu bar is hidden (Firefox > Options > Toolbars or F10 > View > Toolbars, Menu Bar doesn't have a check mark) then you see the orange Firefox button in Firefox 4. Entries that have an arrow will open a sub menu if you hover. You can look at each of them to see where you can find menu items. If you want the previous look with the Menu bar then place a check mark inn front of the Menu Bar entry in View > Toolbars.
