Does this happen on all web pages that have any sort of image  ? Or only on a certain site. For instance is the avatar on this page the same size at all zoom settings ?

You do not list your addons, but try Firefox's safemode by for instance holding the Shift key as you start Firefox.

It happens only on certain site, the avatar's size is able to be changed. I currently am not using any add-ons. Safe mode didnt work.

Ok so if it is a public site what is the site ? It is almost certainly an issue with the site.

Are you using full page zoom?

  • View > Zoom > [] Zoom Text Only

Did you verify via the right-click context menu that the images aren't displayed via a plugin like the Shockwave Flash plugin?

If the site is "family friendly" do you want to give a link to a page that has this problem? Greasemonkey user scripts generally need to be custom written for the layout of an individual site.
