When I open firefox, at least once a week I get a pop up that wants me to run a java script file. The URL is: https://eakeusobusygirls.net/48140299213200/83d1fb79dee6c1f41b30abbdf0d4fa14/cf11521cd50bc891a5f68af74f3b2197.html

Instead of my home page - this shows up - so I'm wondering why it's appearing and if it can be stopped.

I end up closing the browser, and then when I reopened it, my "real" homepage comes up.

This was not due to malware but a fake scam page triggered by some ads to try and trick inexperienced Firefox users on Windows into downloading and running this fake firefox-patch.js file.

It's happening because there are scammers on this planet who will change their URL on a daily basis. To prevent this from happening again, you could consider installing this add-on :
