Why do my sync tabs work between Windows and Mac, but bookmarks not syncing?

I have created a new FireFox account to sync between a new Windows laptop and new Mac. My tabs are syncing correctly, so I know they're connected. However, my bookmarks are not syncing. I chose to sync all items when setting up both accounts. I restarted both machines just in case that would help. Thank you for any help you can offer.

How many bookmarks do you have? (+/-)

You can open about:sync-log via the location bar to see if there are recent error logs available.

You can upload a recent log if the log is too big to put in a reply.

On the Windows computer 10 folders (each contains about 10 bookmarks) and a couple individual bookmarks. All on the Bookmarks Toolbar.

Judging by the number of available reports, you regularly appear to have issues with Sync. You can paste the content of a recent error log in a reply. Then we can check what goes wrong. If this is about bookmarks then there can probably be a problem with places.sqlite

If you exceed the allowable size for a reply then save the log to the website posted above and post the link in the reply.
