Switching GUI language no longer works in TB 60

Until TB 52.x I could simply swich to another GUI language by modifying this line in the config editor.

   general.useragent.locale

Even when changing "en-GB" into "nl", the GUI remains English.

Although language packs of the right version are installed, they can't be used as Thunderbird ignores this line.

Has something be changed? When yes, I can't figure out how. Or is this a bug in the new version 60? For now, I switched back to TB 52, as switching the GUI language is extremely important for my purpose.
