At the bottom of the Help/Troubleshooting Info tab there is a button to clear saved print settings. Try that and restart TB, and see if the print dialog appears.

Do you have any printing add-ons installed? My understanding is Thunderbird has no direct print option in recent versions, only print preview with has a print button.
